Epidemiological Surveillance System - EpiS

EpiS provides streamlined epi data collection and sharing, real-time monitoring of the epidemiological situation and responsive measures, analysis, forecasting and risk-management within One Health concept, integrating human, animal, vector and environmental surveillance, in compliance with the IDSR framework.

The system is based on an open-source initiative started in 2005, which incorporates 10+ years of international expertise, including OIE, FAO, WHO, CDC, and was implemented nationally at more than 950 locations in Armenia, Azerbaijan, Georgia, Iraq, Kazakhstan, and Thailand. It is officially recognized as the national disease surveillance by a number of ministries of the respective countries and has collected over five hundred thousand cases of human and veterinary diseases.

EpiS creates one integrated information environment connecting officers and primary health care facilities with diagnostic laboratories and authorities up to the ministry level to share urgent notifications, laboratory data, case investigations and updates in real-time mode. All information is collected in one joint data bank available for analysis and reporting.

Emergency Operations Center displays real-time epidemiological situation linked to exact locations, thresholds, discovered aberrations from historical data and syndromic surveillance information facilitating early outbreaks detection and timely responses.

The epidemiological analysis gives a complete picture of the epidemiological situation, considering disease-specific factors, supports monitoring of schools and other public organizations, management of quarantine, automatic thresholds adjustments, the basic statistical analysis in real time mode, helping to discover disease patterns, supporting epi investigations and response measures planning.

Monitoring of the field offices' performance can be improved with a set of indicators on completeness, quality, and on-time completion of notification and investigation forms.

Forecasting and risk management tools allow timely detection of threats, objectively evaluate risks by territories and take in-time preventive measures based on the consolidated analysis of the sanitary-epidemiological, socio-economical and retrospective data for priority diseases. This instrument helps in establishing timely preemptive measures as opposed to dealing with the outbreak consequences.

A variety of available platforms, including desktop, web and mobile solutions, and wide utilization of Open Source technologies make EpiS suitable for resource-limited environments. The data is locally hosted on a central server placed in the country. The system utilizes encrypted Internet channels, which is the best economical solution as opposed to obsolete paper, voice or SMS technologies.

EpiS can be tailored to local needs and priorities through the customization process. Up to date, seven customization packages have been developed, which include the translation into eight languages, different disease lists, case definitions, maps, official report forms and other settings. Mature customization process allows rapid and effective system configuration for new countries and requirements.

Comprehensive training program utilized for training of over 5,000 professionals on epidemiological, veterinary, laboratory, analysis and administrator's courses based on the train-the-trainer, computer based training and remote training approaches designed to minimize training costs and increase efficiency. The program includes plans, training materials, exercises and trainer's guides for establishment of a self-sustained training program.
